At the top sits the battery car, the only one that cashes in on both halves, the corridor chargers for its road trips and the home rebates that cut its daily cost. The newest body style plays it safest: the E-REV (Extended-Range Electric Vehicle) can shrug off a half-built corridor, because its gasoline generator refills the battery on the move, so an empty stretch of highway costs its driver only fuel money.
Lower down, the plug-in hybrid asks for far less. A Plug-in Hybrid Electric Vehicle (PHEV) carries a battery small enough to fill from an ordinary household socket overnight, so the home rebate is the only one of these programs it really needs. At the far end sits the car that ignores the whole conversation: an HEV (Hybrid Electric Vehicle) runs a small battery that the car keeps inside a narrow band of charge on its own, leaving no rebate to claim and no corridor to wait on. That is not a flaw but the bargain the hybrid strikes: no programs to chase, and none of the cheap, home-charged miles the others collect.
